Article Constitution - what is this?

I was using google tools in finding keyword suggestions.  Originally, I was targeting the keyword "philippine constitution" but the competition is so high.  Then I found out the number of queries in google search engine for the keyword "philippine constitution".  There are around 33,000 queries for this month.  And I was amazed when I found out that there are 135,000 queries for the keyword "article constitution" for this month.  Then I realize that maybe I can increase visits if I start targeting wrong inputs in the search engines.
